Problem how set up permissions upload files and preserve timestamp regardless of Setup (set permission, timestamp) in client applications?

When user, who use client WINSCP don't mark check box set permission in upload option uploaed file have server rights in conformity with value in sftp_config file

ex. DefaultRights 0770 0770.

But sometimes users WINSCP program mark check box set permission (Options, Preferences) in upload options and setup only read rights to the file. This file have user rights (exp. read) even though i have set up on the server rights (RWX) in sftp_config file DefaultRights 0770 0770.

How setup own mask to upload files in regardless of Setup (set permission) in client applications - WINSCP?

And the same problem with date of file I want have the same date, time when file is upload (I see this date in log file) when user in WINSCP mark check box option ‘preserve timestamp’ files have user file time example old time 2006-06-02.

How setup in config file mysecure shell current date from the server regardless of setup preserve timestamp in client applications - WINSCP?

Who is most important my server? and  mysecure shell? or client applications. Who have rights to the files.

ps. I looking for for script who analyze mysecure log file and send information by the mail about download files etc...
Who help me? I don't have experience in script writing.
